Northwest Ethnic Autonomy Legislation Characteristic Comparative Study

Autonomy Legislation is that the legislature of the national autonomous areas in accordance with the Constitution, the law’s purview to develop normative legal documents for the local activities in general. The construction of our national legal system after60years of development has made tremendous achievements. Three decades of reform and opening up the Northwest ethnic autonomous areas developed and implemented a great deal of autonomy and local statutes. These regulations fully reflects national characteristics and regional characteristics, play a huge role to maintain social and political stability of the Northwest in ethnic minority areas, prosperous economy of ethnic minorities, to solve practical problems in the national work.This article consists of four chapters. Legislative overview of the first chapter for China’s ethnic autonomous areas, legislative development and current situation of the domestic national autonomous areas, and analyzed the characteristics of the Autonomy Legislation. Autonomy Legislation characteristics embodied in unity with the local, national character and autonomy, as well as the complexity and urgency of such. The second chapter introduces the legislation of the Northwest national autonomous areas, including economic legislation, and environmental and resources legislation, culture, legislation and Ethnic Affairs legislation. Chapter Ⅲ This article focuses on a comparative analysis of legislative characteristics of the ethnic autonomous areas of the northwest, and to explore the problems. On the economic front, the Northwest Autonomy Legislation has stressed that the national uniformity of law, respect for national customs and cultural characteristics. In Environment and Resources, Northwest ethnic autonomous areas generally value the resources legislation, reflects the regional ecological environment and natural resource characteristics, IN culture, the Northwest Autonomy Legislation attention to the protection of the local characteristics of culture and intangible cultural heritage, and highlights the protection of minority languages. In Ethnic Affairs, the Northwest Autonomy Legislation to protect the national customs and language, emphasizing the management of religious affairs and other characteristics. But Surviving Northwest Autonomy Legislation in the local features prominent, less innovative legislation and other issues. Chapter Autonomy Legislation in the Northwest reflect the characteristics of recommendations, including legislative items selected geographic and ethnic characteristics play the innovative features of the local legislation, accelerate the improvement of self-government regulations and legislative technique.
