Analysis Of Current Situation And Problems Of Government Emergency Management Capability Building In Northwest Minority Areas

From the perspective of the overall development of the country,with the great attention and strong support of the party and the government,the overall emergency management capabilities of local governments at all levels in China have been significantly improved.For example,the emergency plan has been continuously improved,the emergency organization has been continuously improved,and the emergency mechanism has gradually improved.set up.However,in the process of gradually improving the overall emergency response capacity of local governments,ethnic areas have faced a series of urgent problems to be solved due to the special natural and human environment.The economic development of ethnic areas is generally lagging behind,cultural practices are diverse,and the ecological environment is fragile.Various crisis events are prone to occur frequently and frequently,which not only affects normal economic and social development,but also poses a serious threat to national unity and national security.Therefore,the construction of emergency response capabilities of ethnic areas is particularly important.On the basis of systematically combing relevant literatures at home and abroad,the article draws on the relevant theories and methods of management,crisis management and public crisis governance,and uses questionnaires,interviews and other research methods to take Linxia Prefecture as an example for Northwestern ethnic regions.The status quo and related problems of local government emergency management capacity building have been deeply analyzed and studied.The study found that the current problems are mainly concentrated in three aspects: First,the emergency management system is not perfect,and the emergency coordination ability is low.Second,the crisis awareness response is relatively weak.Third,the number of emergency management equipment and personnel is relatively insufficient.To improve the government's emergency management capability in the ethnic minority areas in the northwest,On the one hand,we must to and strengthen the construction of emergency management organizations and capital investment,and also pay attention to the construction of emergency teams of local governments,especially grassroots township governments.Carry out emergency training and improve the overall quality of grassroots emergency teams.On the other hand,it is necessary to improve the treatment and equipment level of grassroots emergency management personnel,strengthen emergency professional knowledge and skills training,and improve the ability of local governments in ethnic areas,especially grassroots governments,in emergency management.
