Vietnamese civil servants at the local level (commune, ward, township) play a critical role in the political system of Vietnam, and determine the scale, quality, reputation of the government. The attitudes of these grassroots civil servants reflect the masses of approval and support for the ruling party. In Vietnam, both government officials at central and local levels are elected by the Vietnamese people, and represent them to exercise legal authority for the interests of the people and serve the people as a "big family steward"Good public service will strengthen the power of the government, speed up the pace of economic development and promote the unity and stability of the society. In Vietnam, the period of2011-2020is a very important phase in the Vietnam’s economic and social development progress. To ensure the socio-economic growth, the Vietnamese government proposed a ten-year talent development strategic plan. These talent human resources will grasp their own fate to contribute to the development of country in the economic globalization trend, accelerate economic development and achieve very important social leap.This thesis analyzes the real situation of Vietnamese local government officials in recent ten years and thus, is divided into five parts. The first part is the introduction part which includes the background of the research, research objectives and literature review. The second part presents the theoretical framework that consists of definitions and characteristics of civil servants, the significance of the civil servants in the development of the public service system. The third part is the analysis of the reality of human resources in Vietnam in general and civil servants at the grassroots level in particular. The fourth part discusses the successful experiences in the development strategy of civil servants of several countries such as Singapore, Japan, the Philippines, China and the United States. The fifth part is the main content of the thesis focusing on Vietnam development strategy of the grassroots civil servants and proposes some suggestions for the strategic development of these civil servants.
