| With the continuous improvement of women’s social status and the gradual improvement of China’s civil service enrollment system,more and more women choose to apply for civil servants.Female civil servants play an increasingly important role in the township government and take on more and more important post responsibilities.Women can hold up "half the sky" in grassroots construction.As the lowest level of administrative unit,the township government is an important window to convey the voice of the party,the transmission of public opinion.Civil servants working in towns are policy propagandas and enforcers.The career development status of this group will have a direct impact on the implementation of the Party’s policies,and then affect the satisfaction and happiness of the people’s lives.Compared with men,women are more delicate and emotional,so they are more able to resonate with the masses in grassroots services.They become "close friends" of villagers and neighbors,and pull in the distance between the government and the masses.Grassroots civil servants working in towns and villages generally face high work pressure,while middle-level cadres,as the "sandwich layer",usually have multiple positions,not only have "generalist",but also have to practice "steely",to deal with the assessment and supervision of the upper,to try their best to serve the masses,but also bear the risk of accountability,and the income level compared with ordinary clerks is little different.However,under the influence of physiological particularity and traditional gender concepts,grassroots female civil servants are confronted with a series of problems such as insufficient career planning,difficult balance between work and family,gender discrimination,and even encounter the "middle-level cadres trap".Through a series of policy support and educational guidance,we will help women break gender constraints,promote the scientific and rational development of professions,promote the growth of grassroots talents,and empower rural revitalization.The development of female civil servants in towns is limited to a large extent,and the influencing factors are mainly their own physiological particularity,social gender concepts,customs and so on.In this paper,starting from the "middle-level cadres trap" of township governments,the author focuses on studying this group of grassroots female civil servants.Taking Y Town of J Province as an example,the author goes deep into the most grass-roots township of China’s administrative level,and tries to explore trap of middle-level manager encountered by grass-roots female civil servants and its influencing factors.In the early stage,the author focuses on collecting relevant theoretical knowledge.After the investigation,the data were summarized and analyzed.According to the comparative analysis of interviews and survey data,the author finds that grassroots female civil servants who participate in the survey generally suffer from the "middle-level cadre trap",which is mainly characterized by low self-ability cognition,low job satisfaction and lack of career planning.The main reasons for this phenomenon are at three levels,namely,individuals,organizations and society.Then,we put forward seven adjustment paths,such as unimpeded emotional channeling,assisting in optimizing working methods,cultivating public service motivation,improving care service system,and effectively enhancing humanistic care. |
