With the background of political ecology as streamlining and purifying the party strictly,many officials cannot adapt to the strict,high pressure and responsibility of the new situation and new task requirements well.As a result,the officials are lack of enthusiasm and show "inaction" and so on which becomes a difficult problem for the management of cadres,especially on grassroots cadres.Officials motivation,therefore,become the important subject for the management of all levels of cadres.On the other hands,in the county as the basic administrative districts level,how can motivate middle-level officials with high enthusiasm participate in public affairs management,and in the practice of public power has become a problem for the county government.In this article,we take Wafangdian city as an example and establish a suitable for the analysis framework of county middle-level officials based on the classical incentive theory and investigate and analysis the present situation.This paper hopes to improve the cadre incentive mechanism on the county level.This article takes the literature study,expert interview,questionnaire investigation and quantitative analysis as analysis methods to carry out the research.First of all,this article defines two key concepts in this paper including civil servants and county middle-level officials and constructing the "material incentive-spiritual incentive-development incentive" analysis framework on the basis of Maslow's hierarchy of needs theory and Alderfer's ERG theory lying on the foundation of the discussion of humanity hypothesis of the county middle-level officials.And the paper argues that the three kinds of motivation can affect county middle-level officials work enthusiasm and also the satisfaction of county middle-level officials incentives related to personal factors such as gender,age,etc.Secondly,this paper carries on the empirical analysis used middle-level officials in Wafangdian city as the research objects and obtains the following results: first,the lack of enthusiasm of the cadres in the county level is a common problem;Secondly,the empirical study shows that the individual factors of the county level cadres such as gender and education degree are related to the degree of satisfaction,it further shows that the satisfaction of men is lower than women and the officials with higher education level are lower than others.Thirdly,the improvement of working conditions on material incentives has no obvious effect on the motivation of work enthusiasm,while the social security system,workload and salary and welfare have a significant impact on it.Fourth,in the spiritual aspects,county middle-level officials has contradictions between altruistic and selfish,and at the same time,social contribution,the sense of respect and recognition,relationships have significant impact on job enthusiasm;Fifthly,it is of great importance to improve the position matching,training system and promotion system of the development incentives in order to improve the work enthusiasm.Based on analysis of the causes,in this paper,we suggest that exploring classified guidance of county middle-level officials,optimizing the salary system,establishing reasonable workload,improving the security system,improving and strengthening the routine examination,timely recognition,creating a good working atmosphere,improving the system of cadres of post setting,improving training and promotion system and so on can make contribution to the better incentive mechanism of county middle-level officials.
