What’s The Effective Measure Against Smuggling?

Taking Wenzhou area as an example, this article investigates comprehensively onthe historical tradition, cultural background, social system, ecological environmentand other related factors in this region. The aim of this article, which is to point to anarea, is to excavate deeply the intrinsic root of smuggling crime phenomenon so as toget a comprehensive understanding of the characteristics and harm of the smuggling,put forward the corresponding countermeasures and suggestions, and tries to explorean effective anti-smuggling method in the whole social as well.The author thinks that the generation of smuggling crime has a certain internalrelationship with the survival condition in the region. Wenzhou is also facing a seriesof survival crisis such as system crisis, ecological crisis，the financial risk, belief crisis,education crisis and so on. As we know, it is a human instinct to seek survival anddevelopment. In order to seek more survival and development opportunities, thestowaways seem to have experienced a process of a "rational" analysis and choicebefore they seek all the ways to step over the population flow disorder set up by thedeveloped countries and regions, even if it is their trepidation under the society crisis.At the same time, smuggling crime is a certain result caused by the stowaways, thepublic and the government (country) behavior. The formation of it has a greatrelevance with the characteristic culture, government management of the frequentsmuggling region. This may explain why many regional economic has a boomingdevelopment while smuggling phenomenon is still quite serious since the reform andopening up theory. But in the author’s opinions, it is also a normal phenomenon whichhappens in the countries and regions under development of the transformation. We have the full ability to solve these problems brought by the development process.Therefore, when we think over anti smuggling, we should not only consider theexistence of people and development level but also notice the stowaway culture,psychology level, comprehensive quality and so on. Only when the humanistic spiritcare is carried out to the smuggling work, is it possible to restrain completely andeffectively the generation of smuggling crime.This article mainly uses the empirical analysis and comparative research methodsfor demonstration. Except preface and epilogue, it includes the following parts: Theintroduction part is mainly about the relevant concept and definition of smugglingcrime and academic circles related to the research literature review; The secondchapter presents the corresponding performance of Wenzhou people in society andthoughts under the survival crisis, in addition, it summarized analysis the history andpresent situation of smuggling crime in Wenzhou; this chapter of " the cause of thecrime dialysis about smuggling " mainly discusses the intrinsic relationship betweenthe survival crisis and the smuggling crime, and at the same time, dig the root cause ofsmuggling crime. The fourth chapter focuses mainly on the analysis of thecharacteristics of smuggling crime in modern society and puts particular emphasis onthe great harm and destruction to the country, the society, the family and individualbrought by the smuggling crime. The fifth chapter summarizes the anti smugglingwork experience from the cause of the crime of smuggling, puts forward to form thestrike force throughout the whole social, set up a series of measures to prevent andcontrol the occurrence of smuggling crime as well; Finally it points out that we mustshoulder heavy responsibilities on anti-smuggling work, of which the basic guidelinelies in how to carry out the humanistic spirit care in the whole process of the attackand control of the smuggling crime.
