The Research On Coping Strategy Of Public Sentiment Crisis Of Customs Anti-Smuggling Bureau

In modern society,due to the characteristics of openness,interaction and multiplicity,the Internet has become the significant expression channel of social conditions and public opinions and the main carrier of social public sentiment rapidly,which makes a great impact to the order of practical social politics and activities.As the agency of import and export supervision,the Customs is easy to be widely concerned by public opinions due to the foreign-related characteristic of law enforcement process and the function of trade administration.And the inappropriate statements or behaviors may lead a huge reaction.This thesis focus on the theoretical tool of 4R,the model of public crisis administration.It uses the coping of public sentiment crisis of Customs Anti-Smuggling Bureau as the object of study,analyzes the main problems of the coping process of public sentiment crisis of it through the case of “one southwestern Customs Anti-Smuggling Bureau facing violet anti-law behaviors”.The specific problems are as follows:In the phase of Reduction: The Customs Anti-Smuggling Bureau lacks the awareness of crisis coping and the related organization and specific talents,and the coping plan of it is not sufficient.In the phase of Readiness: Its supervisory measures of Internet data are simple and the collection and estimation of public opinions are not qualified.In the phase of Response: Its system of inner crisis reaction is remiss and it ignores the comprehensive administration of social powers as media and etc.In the phase of Recovery: It lacks of persistent image promotion and the experiences summarization of crisis,etc.Aim at the problem mentioned above,this thesis presents various coping strategies of different dimensions from different phrases as follows:In the phase of Reduction: Build the scientific concept of public opinions crisis,improve the power of actual combat operation and strengthen the public relation technique of the team.In the phase of Readiness: Widen the channel of data collection,build the scientific system of data estimation.In the phase of Response: Accelerate the speed of public opinions coping,strengthen the inner resource integration and expand the outer transboundary linkage.In the phase of Recovery: Pacify the aggrieved party,borrow the media broadcasting and strengthen the experience of crisis summarization.The research on coping strategy of public sentiment crisis of Customs Anti-Smuggling Bureau is not only the requirements of fixing the crisis of public opinions and improving the efficiency of law enforcement,but also the main purpose of system of Customs administration and the modernization establishment of governance capacity.
