Research On Construction Of Emergency Manag Ement System Of China’s Local Governments

Reforming and opening up for30years, China’s economic and social construction of many aspects have achieved world-stunning successes. In recent years, our country enters a key period of system reform and social reform. A series of social problems has become prominent along with all the fields of society into the reform of the crucial grams difficult "deep water area", such as Songhua river pollution incident in2005, snowstorm in2008, Wengan event, Shishou event and so on, which are vital threats to the interests of people, tests to government’s ruling level and ability, and challenges to government’s emergency management ability. So in terms of administrative management reform, local government emergency management system construction currently becomes an important issue.This paper aims at the local government crisis management ability by using comparative analysis, case analysis and literature reading method. It takes "Zhuzhou event" as an instance, analyzing the achievements and problems of the emergency management system in the construction of our local government presently. Besides, this paper introduces the valuable experience of western countries like German counterparts of local government in the emergency management system on the concrete practice. Finally, it also puts forward some corresponding countermeasures and Suggestions for our local governments in the aspects of the practice. The full text concludes three parts.The first part (first and second chapters):the writing background and the theory research as well as definition about "the local government emergency management system". Based on domestic and foreign scholars for local government emergency management research, I give a concept of unexpected events in detail, and put forward the target and principle for local government to build emergency management system in the face of unexpected events, and make a detailed analysis of the emergency management system theory.The second part (the third and fourth chapters):the achievements and shortcomings in current local government’s emergency management system construction, besides, valuable experience in local government emergency management system construction from American, Japan, German. Our domestic local government management generally has three kinds of modes:centralized mode, authorized model and collaborative model, respectively taking Nanning, Shanghai and Yangzhou three main models as examples. I think that, at present, our local government’s emergency management has made great achievements in emergency management system, emergency plan system, laws and regulations system and administration accountability system; but problems in emergency early warning capability, emergency management internal department segmentation, emergency disposal and emergency management information transmission channel still need to be solved urgently. And I make a thorough analysis on the cause of this problem. At the same time, this paper introduces Zhuzhou city government’s precious experience, as well as some existing deficiencies from the incident that a collapse took place in Zhuzhou red flag north road on May17,2009because of the dismantle viaduct. Furthermore, I give a introduction to the valuable experience in local government emergency management system construction from the United States, Japan and German to absorb them into our local government emergency management system construction for reference.The third part (the fifth chapter):suggestions and measures of local government emergency management system construction. Elaborated on the necessity and reality of China’s local government emergency management system construction, and based on the reality of our local government crisis management system construction and other countries’ good experience, then put forwarded countermeasures in constructing China’s local government emergency management system. On one hand, emergency management system could be divided into four subsystems, namely building local government emergency prevention subsystem, local government emergency decision-making subsystem, local government emergency guarantees subsystem and local government emergency management of social collaboration subsystem.. On the other hand, building China’s local government emergency management system should be emphasized, moreover, this could be divided into five procedures:establishing and completing local government’s emergency warning mechanism, strengthening transparency of information, perfecting information communication channels, improving local government, especially grassroots government’s decision-making force, implementing the social governance of public incidents and implementing comprehensive and effective protection measures.This paper’s research provides valuable reference significance and important theoretical reference to the concrete practice of local government emergency management system construction, which is a theoretical support for government to cope with the natural and artificial emergencies better, so that can improve its emergency management capability more effectively, and then safeguard the vital interests., of the people more practically.
