And improving relevant law and system, strengthening the functionary consumption of power supervision mechanism, change the "official standardized " thought, pay attention to citizen supervision system construction, make full use of the supervision of public opinion, to play the restriction of civil rights on function of power.This paper is focused on China functionary consumption supervision, we use the method of combination of standardized analysis and empirical analysis, or combination the contradiction analysis and historical analysis, and discuss the general theory of functionary consumption supervision, analyse the existing problems and reasons of the current functionary consumption supervision system, elaborate some experiences of foreign regulation in functionary consumption, put forward some rationalization proposal in improving supervision system of functionary consumption and effective management of functionary consumption corruption, it has certain theoretical and practical significance.
