During the surviving period of a dynasty,the political policies promoted by those in power are closely related to the ruling purpose they hope to achieve to some extent.At the same time,the ruling purpose will also change correspondingly due to changes in the social ? political ?economic and culture environment.Under the background of social turmoil and corruption in the early Ming Dynasty,Zhu Yuanzhang vigorously promoted the policies concerning the management of officials in order to strengthen the monarchy.The implementation of the policy of "administering officials by emphasizing law" is not only related to the decay of political and economic collapse in the early Ming Dynasty,but also inseparable from the idea of "the heavy penal code" advocated by Zhu Yuanzhang.Behavior,purify local officials and consolidate authoritarian rule.Zhu Yuanzhang felt that the Yuan Dynasty "disrespected the ancestors' training and abolished the rules and regulations".While inheriting the relevant political systems of the previous generation,it also suffered some losses,and initially established a strong "Hongwu characteristics" monitoring system.In order to ensure that Zhu Yuanzhang 's “administering officials by emphasizing law” can be effectively implemented,and in order to ensure the effective control of the bureaucratic system by the monarch,Zhu Yuanzhang established a large-scale,complicated,and systematic supervision system,which made The officials were implemented under the supervision system of the Ming Dynasty.This article will try to discuss the three aspects of the system construction,operation mechanism,and the enlightenment and reflections brought about the historical positive significance and historical limitations of the administration of officials by the construction of the "administering officials by emphasizing law" under the supervision system of the Ming Dynasty.
