Project management was brought forth in the last century, and has become a complete discipline through several years’development. It has practical use in guiding the process of project construction. Electronic construction of government affairs (E-government) is one of the most important fields in informationization at the present age. It can be viewed as an inevitable result of applying the information technology to public management. However, the construction of E-government is difficult and complicate, so it is required to adopt project management to normalize the construction of the E-government project.In our country, the fast development of E-government conflicts with the lack of professionals in project management. As a result, there often occurs project postponement and additional budget, which severely affect the project quality. To void those problems, we make deep investigation on the construction of the social security information system of Luoyang city (SSIS-Luoyang).In chapter1, we make a brief overview on the current states of the E-government at home and abroad, and introduce the necessity of project management in constructing the E-government project; In chapter2, we introduce the related theory and method, especially those used in the construction of SSIS-Luoyang; In chapter3, we analyze the necessity of constructing SSIS-Luoyang, determine the aim and scale of the system, and then establish a leading group to make the feasibility analysis of the project with respect to technology and social benefits; In chapter4, we analyze the system requirement, and design the function and structure of each module. In chapter5, we describe the method of controlling the development schedule of SSIS-Luoyang. Particularly, we use WBS to decompose the project, put the related tasks in order, estimate the time cost of each task, determine the critical path, draw up the schedule table, trace and adjust the progress according to the table. In chapter6, we present the method of identifying and estimating risks of the project by quality management. Particularly, we use expert investigation and brain storm to identify and estimate risks, and draw up a plan for avoiding risks. We also use effective methods of quality assurance and quality control to ensure progress and quality of the project.Through the construction of the project, we are confirmed that it is necessary to make feasibility analysis before project construction. It can effectively identify and estimate risks, and guarantee progress and quality of the project. In addition, we deeply realize the important effects of normalizing operation through applying project management and employing professionals in project management on smooth accomplishment of the E-government project.
