Research On Project Management Of Performance Management System Of Shaoxing Public Security Team’s Normalization Construction

Since the Eighteenth National Congress of the CPC,government organs at all levels have taken the construction of scientific and technological application capacity as the core fighting force,innovated working methods,and applied new technologies and means to ideological and political construction,education and training,supervision and management,so as to continuously improve the level of information and intelligence in team building and greatly improve the performance ability under the new situation.Public security organs,as an important part of government organs,will not be able to adapt to the tasks and requirements of public security team management in the new era if they continue to use old methods and manual models.Therefore,how to use the means of information technology to establish and improve an efficient and advanced human resources management information system suitable for the public security team has become the requirement of the development of the objective situation.However,the construction of information system project of public security organs is very unsatisfactory.Due to the limitations of the public security organs’ own business,the lack of corresponding IT technology foundation and the lack of project management experience,the project of public security information system is facing a lot of difficulties and problems,such as unclear description of business needs,poor project effectiveness,project delays,overexpenditure of project funds,lack of systematic application training and late maintenance lag,etc.,and a large number of low-quality problems emerge in an endless stream.Repeated information systems are ubiquitous,waste a lot of manpower and material resources,greatly restricting the rapid development of the public security team.We are soberly aware that it is not feasible to organize the construction of information system of public security organs by traditional management methods.We must introduce the thinking of project management,overcome technical barriers,solve the limitation of funds,alleviate the shortage of talents and make up for the lack of experience in order to ensure that the construction of information system of public security organs can be effectively promoted.This paper takes the project management research of "Shaoxing Public Security Team Normalization Construction Performance Management System" as the core,and uses the strategy and method of project management to deal with the problems encountered in the construction process of the project.Starting from the four phases of the project life cycle,we should attach importance to the plan management of the project concept phase,implement the analysis management of the project development phase,pay attention to the monitoring management of the project implementation phase,track the benefit evaluation management of the project closing phase,effectively use WBS work breakdown structure diagram,plan evaluation method,key route method,PDCA method and other methods to firmly grasp the project progress.Degree management,cost management and quality management have greatly improved the overall effect of information system projects.Under the guidance of project management theory,"Shaoxing Public Security Team Normalization Construction Performance Management System" has steadily promoted project management and achieved good results.This system has been debugged and applied in Shangyu District of Shaoxing City,and will be popularized and applied in Shaoxing City in the near future.
