Our country is constructing "two type society", all sectors of the community pay close attention to the environmental protection field, this is the reason that government had to cultivate and develop environmental NGO become one of the participants of public service supply. Market as another public service supplier, often need to charge high fees, increase the public’s cost of living, so environmental NGO with its public welfare purpose to meet the public demand for environmental protection public service, there are many successful cases to prove that our country’s environmental NGO development is overwhelm.This paper comprehensive use of literature analysis, system analysis and case analysis, and other research methods, take the environmental NGO participation in public service mechanism as the research object, according to the domestic and foreign relevant environmental NGO participation in public service research literature, and support by the market/government failure theory, third party management theory and Polycentric Governance theory.
