The Studies Of Difficult Position And Solutions To NGO Participation In Public Policy-making

Third Plenary Session of the Party’s eighth proposed,requires the establishment of a sound decision-making advisory system,broaden the channels of negotiation of social organization,promoting the development of deliberative democracy are widely multi-layer system.It also requires stimulating the vitality of social organizations,to promote NGO of clear accountability,autonomy law,play a role in guiding their activities according to the law.With the rapid development and growth of NGO,as well as the consciousness of participate in public policy gradually enhanced,and they through various channels and means to participate in public policy-making,and trying to influence public policy-making,thus they can achieve organizational goals better,representing more public interest;non-governmental organizations to participate in the public policy-making of the government is an inevitable trend of the development of modern society,Meanwhile, non-governmental organizations involved in policy can help diversify the public policy-making main body,balancing the interests of a pluralistic society,to promote policy development scientific, democratization,legalization.However, in practice the process of NGO involvement in public policy-making,there are still existing problems,such as lack of legal status, institutionalized participation channels underutilized deficiency,lack of resources and so on.This article will take the environmental NGO "Friends of Nature" for example,and starting from the related events of the friends of nature participation in public policy making,to understand the status of the friends of nature participation in public policy making,trying to play the role and effectiveness analysis of friends of nature in policy participation,points out the lack of legal status,the contradiction involved in decision-making,the impact of low potency,lack of resources and so on real problems of friends of nature participation in public policy making.And further analysis of the specific reasons for these problems;Then through the analysis of typical cases of foreign NGO participation in public policy making,in reference to foreign policy participation experience;finally,put forward the corresponding countermeasure and suggestion from the government and non-governmental organizations in its two aspects,to help NGO to participate more effectively in public policy making,promote public policy making democratization and scientific.
