A Study On Mode Of Self-governance Of Urban Community In China

Community is a form of organization of urban grass-root society, which plays a very important role in the development of urban society because of its self-governance mode. With the reforming of government system and raising awareness of democracy, self-governance by community gradually becomes the significant part of democratic construction. China started the construction of self-governance by community since the mid-nineties, initial results has been achieved after all these years of development. However, there are a lot of issues existed in our community governance, which also restrained our community’s development and its role. Now we are in the critical period of institutional transition, it’s particularly important to research the current mode of community governance.Community of Bai Bu Ting is the civilized community in the country, and its governance mode is oriented by business, which is of great significance to the transformation of government functions. It follows the requirement of "small government, big society", along with the government delegating powers to the grass-root organizations of the specific management functions, which will not only free the government from the trivial issues, concern more about decision-making, but make full use of community resources, promote the initiative and creativity of the residents, make them govern their own. What we can see is there will be a win-win between the Government and community residents. From the development of community of Bai Bu Ting, we can tell the way that how community grows at current stage in our country. Therefore, finding a way to promote the creation and development of our grass-root democratic system can adapted from its mode.This paper studies the case of community of Bai Bu Ting, analyzes its success of self-governance on innovation, at the same time raises its main problems and deficiencies, and discusses the feasibility of promoting its mode across the country. Also, the paper puts forth some advices for the construction of community system, and hope that the self-governance in community of Bai Bu Ting is getting better and better.
