Urban community is the most basic social unit of national structure,the cell of city and the foundation of society.The report of the 19 th CPC(the Communist Party of China)national congress pointed out that "the construction of grass-roots organizations should be strengthened.",and the basic force to promote the implementation of work and serve the masses is grassroots cadres.In order to better develop the construction work of harmonious community,the community staff must be constructed.This paper uses the interview and questionnaire survey method to understand the current situation of the construction of community full-time workers by taking the Q district of S city as an example.A questionnaire is issued to 220 community full-time workers.The SPSS22.0 software is used for data processing.The job satisfaction of community full-time workers in Q district was analyzed.It is found that the career development of community full-time workers in Q district is faced with five problems by investigating: unreasonable gender and age structure of community full-time workers,more daily business of community full-time workers,more preparation materials and heavy workload;insufficient professional knowledge of community full-time workers and lack of professional personnel,and insufficient professional service to the community.The incentive measures for full-time workers are not in place,their salaries and salaries are low,and their social recognition is low.The incentive mechanism is not perfect,and the promotion space for full-time community workers is small.The reasons for these problems are: lack of clear identity positioning;excessive community administrative functions,imperfect training system,low social recognition;lack of growth and development opportunities.Finally,the following suggestions are put forward to solve these problems: to clarify the government’s orientation from the institution,enhance residents’ acceptance,add professional community workers’ posts and set up courses in Colleges and universities to improve the social status of community full-time workers and clarify their professional identity,to clarify their duties and responsibilities,to alleviate their work tasks by ensuring the consistency of work rights and responsibilities,and to increase government purchases;to strengthen training and enhance comprehensiveness.The enthusiasm of the work will be stimulated by improving salary system,promotion system and long-term care mechanism.The assessment and career planning will be organically integrated.
