As we studying the Chinese provincial government process in-depth, it is easy to find that the provincial government’s core is the provincial committee of the communist party of China but not the provincial people’s congress, and the provincial government. The provincial party committee, general committee and permanent committee, consisting of "three-committee". The provinces of governance, and the "three-committee" is closely related to the composition and operation. Whether from theory or reality, the provincial party committee, it is necessary for concluding provincial committee and provincial party committee appoint standing committee into the academic research field, and answer the following questions as follows:what does the internal structure of the provincial party committee and permanent committee look like? and what is the action and function in provincial process? How does the permanent committee lead and manage power?A basic task is to the31provincial government "three-committee" to do a careful combing. The existing literature, mostly in some news reports is a good way to answer the questions above. These news reports or common problem analysis and countermeasure proposal, or based on ethnic or individual case analysis, and the lack of empirical research based on sample data. In view of this, and the deductive method, this paper uses the inductive method to the provincial congress, committee and permanent committee, provincial party committee carries on the summary, generalization and abstraction. This effort is the significance for people to understand the process, the provincial government to provide a" window of opportunity", for the follow-up studies provide information on the accumulation and experience evidence.This paper is structured as follows:in the first part, in the simple summary of academic research on the basis of the status quo, introduced this article research problems, research background, research significance, research objectives and the main method. The second part, combing the party congress, committee and standing committee system sources; third and fourth sections from the ideal and the reality of the two angles of the provincial party congress and the committee made a visit.
