Therefore house prices get the attention of people from all walks of society and cause a hot debate. To solve difficult problems of housing fundamentally, speeding up the construction of ensuring housing is imperative. Through the understanding of the theoretical basis of social security,the writer deepen the understanding of the ensuring housing system of our country and Combine with difficult problem causing by the rising tide of Hainan province house price that low and middle income group can’t afford the housing price, to have a analysis of the problem of Hainan about ensuring housing construction, the current status of the legal system and contrast and refer abroad, as well as in other areas in China city in ensuring housing construction experience, put forward concerning the improvement of Hainan affordable housing law system self view,and at the same time hope to provide valuable Suggestions about ensuring housing in the perfection of legal system.The article is divided into four parts, its main contents are as follows:The first part is some legal problems about the common law ensuring housing of our country. Through defining the concept of social security and ensuring housing system, and introducing the ensuring housing system of our country to know the China’s housing safeguard system clearly.The second part is the reference of the experience of domestic and foreign ensuring housing. Through the introduction of the main United States, Germany, Singapore, Japan’s housing system of general situation and their respective institutional features and safeguard model of China Guangzhou, Chongqing, Xiamen, Tianjin housing, we can have a good understanding of their respective advantages, innovation. It’s good for us to experience.The third part is the present situation of Hainan ensuring housing law system. In this part through the introduction of ensuring housing by Hainan regulations of consolidation and implementation of the present situation of Hainan currently housing system, the writer summarizes the advantages and problems. The fourth part is the perfection of legal system of Hainan ensuring housing. This part put forward my opinions of five aspects include improving legislation, establishing special agencies, improving access, exiting mechanism and improving accountability system.
