A Comparative Study On Sino-U.S Network Public Opinion Supervision System

With the rapid development of Internet applications, people enjoy theunprecedented open and convenient information sharing and publishing platform. Thepeople express their own opinions, thoughts, emotions, and attitudes through out thenetwork anytime, which include not only positive information to the socialdevelopment, but also the negative ones. The openness, suddenness, and hiddenness ofthe network make the network public opinion become more and more obviousinfluence the ideology of the whole society. This is a challenge to the network publicopinion supervision system. So, how to monitor and analyze the network publicopinion information timely and effectively is meaningful to the social stability andcountry development. Currently, the study on Chinese network public opinionsupervision system mainly aims at the domestic public opinion issues, but insufficientattention to present situation and research of global network public opinion supervisionsystem. Stones from other hills can learn. Compare with the American network publicopinion supervision system which ahead of us, hope that will provide us some deepthinking.This paper consists of three parts: introduction, text and conclusion. The introductionpart is about the background, significance, thesis statement and writing ideas of thearticle.The main text is about the comparison between Chinese and American currentnetwork public opinion supervision system and real cases. Here are the three sectionsas follows:The first section is the comparison between Chinese and American network publicopinion monitoring and gathering system. The network public opinion monitoring andgathering formed the basis of the whole supervision system. Timely and accurateinformation gathering is the criterion for judging the supervision system good or not.Once the information get late or inaccurate, it is wrong for the analysis and disposal. So, the author compared China with America about the agencies and staffing,monitoring technologies and methods，major areas concerned and results release andspread. Also, the author assisted with some diagrams and data, and analyzed andanswered the questions about the subject,method, main concerned areas and results ofthe network public opinion monitoring and gathering system.The second section is the comparison between Chinese and American networkpublic opinion analysis system. The network public opinion analysis system is the coreof the supervision system. Timely and accurate information analysis influence theresult of the issue. To provide China some references to improve the qualities of theirwork, the author make a comparative study of the construction conditions of theanalytic agencies, guarantee system, motivation system, early warning capability andemergency response capability of China and America.The third section is the comparison between Chinese and American networkpublic opinion guidance and disposal tactic system. Disposal is the implemental part ofthe supervision system. It plays a decisive role and influence the public feelings andadministrative satisfaction. In order to spread the positive energy and restrain thenegative information, the author took the relationship between government and media，the ability of the government to control the network and the technologies and methodsof the network public opinion disposal as a comparative study.The final part draws lessons from American current network public opinionsupervision system for China. The gathering stage should avoid the biased attitude ofthe information and change the type from control to supervise. Relative construction ofsome institutions should be specialized. Improve the mode of institution exist. Theproblems should be concerned in the progress of disposal. Meanwhile to take somedeep meanings from the government disclosing system of information, the network lawand the morals improve of the netizen. Hope all those studies will helpful to Chinesenetwork supervision system.
