Research On The Wisdom And Innovation Of The Government Of The Tibet Autonomous Region Under The Background Of Big Data

Big data which uses in many fields opens the window for mankind to re-recognize and transform the world,is accompanied with the innovation of science and technology.Since it's the only way to promote the modernization of the national governance system and the governance capability by changing the traditional governmental governance model and transforming the government's smart governance model on the basis of big data.And its innovative role in governmental governance has attracted more and more attention.Therefore,our government attaches great importance to the driving effect of big data in the area of governmental governance innovation,and gains highly appraisal of the big data from the macropolicy level.While on the level of local government,some provinces,such as the big data development in Guizhou Province,have made remarkable achievements in promoting the governance capability and the innovation of government's smart governance through many years of deep development,which also can be used for reference by other provinces.On the other hand of the Tibet Autonomous Region(TAR),which is subject to the hedge of the government's traditional governance model,can not make progress with the government's governance modernization.While big data can provide such an opportunity to change the traditional governmental governance model and transform it into a modern governmental governance model,which is to say the government's smart governance.It's no doubt that big data will have obvious uses in TAR governmental smart governance.But what we should be realized is that big data uses in TAR's governmental governance needs to consider the special situation in TAR,which means we should apply advanced experience according to local conditions and shouldn't apply it mechanically.Therefore,firstly it is necessary to use the scientific evaluation method to evaluate the development situation of the big data in TAR.Secondly,analyze its problems through the evaluation and analysis.Thirdly,put forward a practical and effective path to solve these problems.Finally,according to the effects above TAR's government will choose a way that is suitable for its own development of governmental governance innovation.The first part of this article is the part of introduction,which are mainly on the background,purpose,significance,research content,research review at home and abroad,research ideas and research methods in detail.The second part defines the big data,analyzes the characteristics of big data and the analysis of the process value on big data.It tries to clarify the basic concept and operation mechanism of the big data in this article,and then describes the theoretical basis of the thesis,mainly including the Governance theory,the theory of government's smart governance,and the theory of innovation.The third part reviews the relationship between the big data and the government's smart governance in the new era,mainly from the macro level to analyze its significance,function and policy,and then detailedly analyzes the case of Guizhou province which has developed better in the field of government's smart governance in the field of big data.It shows the scientific connotation and practical implication of government's smart governance by using big data in our country.The fourth part mainly summarizes the state of government's governance in TAR,and then draws the necessity of using big data to promote governance innovation's capability in the TAR's government.Finally,we find the problems of the TAR's government in the field of government's smart governance through the TDWI big data maturity model in current situation.The fifth part,according to the previous analysis,discusses the implementation path of government's smart governance in TAR under the background of big data,tries to find the way to innovate the governance of the government in accordance with the local condition in TAR.The last part draws the conclusion and prospects for future research,and summarizes the innovation point and deficiency point of this research.
