The Tibet Autonomous Region Government Uses Social Organizations To Solve Problems In The “Belt And Road” Initiative

Forty years since Reform and Opening,the social economy in China is increasingly developing while its international status is also rising constantly.Under such circumstance,the initiative of ' One Belt One Road ' and concept of 'jointly construct a Community of Shared Future for Mankind' have been proposed in view of the effort to inherit and carry forward the spirit of the Silk Road.As the top-level design of China's 'open to the outside world' in the new period,the initiative of 'One Belt One Road ' is of great importance in expanding its neighborhood diplomacy and deepening cooperation with countries and regions alongside its border.Such initiative has immediately caused a high degree of concern both nationally and Internationally once it was proposed.In order to participate in the construction of the nationwide 'One Belt One Road',thus promoting a new round of development,all provinces and cities in China have formulated their own development plan.Consequently,in order to promote its economic development,improve people's livelihood,and ensure its social stability,Tibet need to grasp the opportunity of China's 'One Belt One Road' tendency,and actively integrate into such construction as well.In this paper,we mainly use literature research,questionnaire and interview research method for introducing the governance theory and new public management theory,researching the current problem of Tibet into the Belt and Road,especially the government's function,public support and policy into construction.Then we forward the countermeasures to solve problems in the Belt and Road by borrowing the power of social organization.This paper mainly divided into five chapters:first chapter is introduction,mainly including the research background and significance,literature review,research contents,research ideas,research methods,innovations and shortcomings of this paper.The second chapter is the related concepts and theoretical basis,elaborating the governance theory and the new public management theory.Third chapter elaborates present situation of social organization when Tibet is included into the Belt and Road,analysis of the present situation of Tibet social organization,the characteristics of Tibet social organization,the situation of social organizations involved in the the Belt and Road construction and the advantage of Tibet social organization in the the Belt and Road construction.Fourth chapter introduces the problems and reasons of including Tibet into The Belt and Road initiative analyzing the neccessity of involving Tibet into this developing programme and outlines the general conditions,existing problems,and causes of Tibet's integration into the Belt and Road construction.The problems are:the government exists shortcomings in the construction of One Belt and Road in Tibet;Lacking borrowing power from the social organization in the construction of One Belt and Road;The top-level design of Tibet into One Belt and Road has not been deeply rooted in the hearts of the people;Lack of public management talents in the construction of One Belt and Road in Tibet;The environment of One Belt and Road in Tibet is complicated and special.The main reasons for these problems are:First,economic development is experiencing downtime;The second is government's failure;Third,the education in Tibet is not well developed;Fourth,there is a strong religious awareness in Tibet.The fifth chapter analyses the countermeasures of Government of the Tibet Autonomous Region borrowing the social organization to solve the problem of the Belt and Road construction:First,the government should guide the social organizations and stimulate vitality;Second,the government should lend social organizations to carry out policy;Third,social organizations should actively take participate in the construction of One Belt and Road,maintain bilateral cooperation and strengthen the ties of cooperation.Finally,summarizing the outlook.In addition,at present,the construction of the Belt and the Road in China is in the development stage,and the researches on the cooperation of the government and social organizations in the construction of the Belt and the Road are not enough.Therefore,this article can provide certain reference to the cooperative of government and social organizations in the Belt and the Road construction.
