The social security system as a redistribution system, making up for the initial distribution’s phenomenon that efficiency is more than fair,is the " safety net" maintaining social stability and the " shock absorber " that adjusts the economic operation, and plays an irreplaceable important role. Its property and function must be decided in pursuit of social justice as the goal, social security through the road of development is from compassion to the road of justice. Social security responsibilities is to ensure a fair starting point, maintain the fairness of the process, and strive to achieve the result fairness. And the pension insurance is one of the important content of the social security, its operation conditions directly affect the development and perfection of the social security. At present, as China has undergone a transformation from planned economy system to market economy system, development is not balanced between regions and industries, this led directly to the social security rights and interests of workers, the unfair phenomenon gradually. Among them, a hot issue of social concern of the public is China’s pension system, consider that this is not a reasonable distribution system, which is not conducive to the realization of social justice, stability and harmony.The differences between the two groups of retirement pension system organs, institutions and enterprises of great influence, social justice, to perfect the labor market frequently blocked, the government increases the financial burden, social conflicts may develop at any time.Therefore, this article studies our country two-track pension system reform from the system fair angle of view, our country two-track pension system is the planned economy to the historical product of market economy reforming, according to that time the fundamental realities of the country of historical situation and our country, implemented the retirement pension two-track system certainly to have rational. However along with the gradual arrival of rapid growth as well as aging of populations of our country economic society, the retirement pension system highlights certain non-fairness, when same level skill, same level job seniority, the person of equivalent educational qualifications, only because of its retirement the respective unit nature is different, their retirement pensions will have very big disparity, carries out the reform the call to be also getting higher and higher to the present retirement pension two-track system.Therefore, this article first through the development process of research retirement pension two-track system, the background that namely the retirement pension two-track system proposed, the present situation that the reason that carried out, currently implements had carried on the analysis of explaining the profound in simple language, to have a more thorough understanding to the retirement pension two-track system. Has analyzed the institutional difference under our country retirement pension two-track system emphatically, the enterprise and institution and institution practice two different retirement pension systems, through analyzing the concrete differences of two systems, consider that the two-track pension system in the management system,the enjoyment of conditions,the proportion of payment,payment methods and other aspects of unfair phenomenon exists,so it is necessary to carry out an in-depth reform of the pension system.Based on this,In this paper, drawing on the basis of the experience of the pilot of the two-track pension system reform from the convergence of systems, the responsibility of government,co-ordination level putting forward specific suggestions and countermeasures.This article the place of innovation lies in the fairness problem and retirement pension system relates, fair is the cardinal principle that the social security system design abides by, is the criterion that the old-age insurance system needs to follow, carries on the fairness construction to the retirement pension two-track system, improves the social security of our country by this, simultaneously can provide certain implication for the old-age insurance reform.
