Since the reform and opening up,with the establishment and development of the socialist market economic system,the reform of the basic old-age insurance system for urban enterprise employees has made great achievements.China's public institutions in the management system,staffing personnel,finance,wages and other aspects have also carried out an all-round reform.However,as an important part of the reform of government institutions,the pension system reform has been lagging behind.The old-age insurance system in government institutions in our country is an important part of the whole system of social endowment insurance,and its reform and development are not only related to over forty million old-age security rights of employees of administrative departments and institutions,but in a sense,are also related to the whole endowment insurance system reform process and the sustainable development problem.In January 2005,the state council made a decision to reform the pension system of government institutions.In the process of implementing the reform in Heilongjiang Province,we can not help but have the following questions: why to reform the pension system of government institutions and public institutions? What is the mode of the reform of the pension insurance system for institutions in Heilongjiang Province? What problems exist in the reform of the pension insurance system of institutions in Heilongjiang Province?In view of these problems,this paper mainly uses the research methods of literature research,comparative analysis,data collection and empirical analysis,firstly sorts out the relevant concepts,basic elements and principles of the construction of employee endowment insurance system,and proposes the analysis framework of this paper.Then,the paper describes the development process and current situation of the endowment insurance system in Heilongjiang province.Combined with enterprise endowment insurance,institutional endowment insurance pilot program and institutional endowment insurance system reform,different employee endowment insurance systems are concluded and compared in terms of five constituent elements of endowment insurance.The paper makes the studies from three dimensions of analysis of fairness,efficiencyand sustainability,and finds out the main problems of the reform of endowment insurance system in government institutions in Heilongjiang province.Combining the reality of Heilongjiang province,the paper puts forward six countermeasures and suggestions about the reform of endowment insurance system in government institutions in Heilongjiang province,to promote the reform of endowment insurance system in government institutions in Heilongjiang province.
