The Analysis Of The Interaction Mechanism Between The Network Public Opinion And Public Policy

With the rapid development of social economy, the society not only accumulated a large number of contradictions and problems, but also quietly formed the interests of the multivariate pattern. Plus gradual awareness of civic consciousness, public demands increasingly intensify. For the institutionalized channels’unblocked, people turn to the network, network has become an important way of people to express their interests and rights aspirations. The advent of the era of network public opinion, the government must also be prepared to deal with it. Under this circumstance, to study the interaction mechanism of the network public opinion and public policy has a certain significance not only to their benign interaction, but also to the optimization of netizens’expression and the promotion of the democratization and scientific level of public policy.The paper aims to study the action mode between network public opinion and public policy from the interactive mechanism. Firstly this paper affirmed that the "macro rationality’" and "Generally real" made the authenticity, independence and representativeness of network public opinion, as a result, public policy should absorb the network public opinion. Then combining the main mode setting of public policy agenda at home and abroad, this paper divided the approaches which network public opinion influenced public policy into two types:external pressure way and internal suggestion-absorbing way. then analyzed the inherent logics and patterns of the interaction between the network public opinion and public policy along the two paths. The conclusion is that there were two interaction patterns between network public opinion and public policy in real life, namely, the network public opinion driving mode and government lead netizens’internal suggestion mode. However, the defects of network public opinion, public power and the two kinds of interaction modes made the benign interaction between the two subjects become a problem. Finally we put forward the benign interaction mode between the two subjects--egotiation decision model.This paper includes five parts, the first part is mainly a reflection and construction of the article title. The second part focused on the network public opinion. The third part is the main part, which analyzes the two kinds of interaction modes in-depth, The fourth part not only discusses the defects of the network public opinion and public power, but also their interaction dilemmas. The last part of the article put forward the positive interaction pattern between the network public opinion and public policy, and three construction paths, namely, the web poll-listen to the wishes of the network public opinion, network governance—accept Internet supervision and negotiation—promote the dialogue between network public opinion and public policy.
