Research On Guide And Control Of Emergency Online Public Opinion From The Perspective Of Deliberative Democracy

In recent years, the network has become an important form of public opinions and wills, with frequent occurrence of emergencies, emergency’s online public opinion became a public area that people concern a lot and had a big impact on the government and society and also challenged government’s public administration. Under this situation, our urgent work is to improve the process of the emergency online public opinion and to improve the ability of the government’s guidance and control for the emergency online public opinion, and this is also the meaning of promoting social stability and development and building a harmonious society.This Thesis is divided into f-our parts: The first part is the introduction; it describes the background and significance of this topic, domestic and foreign research review, research content, method and research ideas. The second part is the basic theoretical research, star-ting from the basic concept of meaning, development and characteristics of deliberative democracy and emergencies network public opinion, analysis the fitness-s of both and lay a solid theoretical basis for the effective integration of deliberative democracy and emergency online public opinion.The third part is the situation analysis, it expound the development of China’s emergency network public opinion in detail, and summarize the main issues of emergency public opinion guidance and control from the perspective of deliberative democracy, and analyze the main causes of these problems.The fourth part, setting the overall goal and construction principles of the guidance and control of emergency network public opinion under the prospective of deliberative democracy and specifying the background of this goal, and make the direction for building a specific guidelines for the guidance and control mechanisms. The fifth part, combined with the core idea of deliberative democracy, to put forward a specific and optimized emergency online public opinion guideline. Including to determine the leading position of deliberative democracy, to establish a sound mechanism for the body updating of guidance and control, to establish a sound mechanism for multisubject information communication, to construct three-dimensional nature of social support follow up measures and to formulate a concrete, practical guidance and control measure according to China’s actual situation.There are two innovation opinions of this paper.
