Political Analysis On Deliberative Conversation Between The Government And Public In New Period

Social conflict and contradiction is inevitable in any society and age, but shows the periodic characteristics for environmental effect and governmental countermeasures. With Chinese society enter into transition period of diversified interests, a complicated, sensitive and contentious society is forming under the influence of information technology or citizen’s political consciousness since1990s. Group incidents have shown a blowout, but majority of these events are behaviors of safeguarding rights. No matter the governments play the role of a moderator or an object, they must interpose the incidents. How to solve the social conflicts becomes a difficult problem that the governments have to face. In recent years, our governments have started paying attention to the deliberative conversation in administration. It is a new tendency to solve the rightful resistance with communication, conversation and deliberative cooperation. The governments start to keep a watchful eye on specific issues and adjusted policies, not just for safeguarding stability. This paper will attempt to study the deliberative conversation between the government and the public in new period from the perspective of the social conflict, especially the value, function, feasibility and future development.In the historical governance, the government regarded the contention of safeguarding-right as morbid and precarious factor. The incorrect concepts result in buying stability and violence, which have been proved to be futile even reverse. Consequently, the governments were demanded to transform the train of thought to meet various social conflicts. As an effective social mechanism to solve the social conflict, the deliberative conversation brings into positive energy in theory and practice. Deliberative conversation encouraged citizens to eliminate conflict by free and equal communication and ensure public interest. Finally, the governments not only solve difficulties, but also enhance public’s trust. The deliberative conversation has become the optimal to achieve a win-win situation. Of course, deliberation is not a universal key to defuse contradiction. Contentious events of China are aimed at economic benefit but not political system, which make deliberation conversation possible. This is a peaceful way that two parties reach a satisfactory decision by outward and transparent discussion.To some extent, deliberation conversation between the government and the public in new period marks the interaction of state power and social rights. It helps to reshape governance mode, restrict the state power and safeguard the basic right of citizens. From the angles of local government, it is a product of governance transformation. While to citizens, it refers to increase civic participation orderly. If the effective deliberation evolves from a single event to the long-term mechanism, we will find a way of deliberative democracy to deal with safeguarding-right events. In a word, deliberative conversation opens another path to the construction of democratic and cultivates the spirit of tolerance and compromise. All of these have positive influence on the development of Chinese democratic politics.
