The report of the 19 th National Congress of the Communist Party of China points out that we need to build a social governance pattern of CO governance and sharing.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China clearly proposes to strengthen and innovate social governance,improve the social governance system of Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal protection and scientific and technological support,and build a common social governance that everyone is responsible for,everyone is responsible for and everyone enjoys To construct a new pattern of grass-roots social governance.Social governance is clearly defined in the macro sense of the state.With the acceleration of social development process,social problems occur frequently,conflicts increase,and risks accumulate.To prevent and resolve social conflicts and innovate social governance has become an important task of transforming society.From the community level,community conflict has become an important concern in the social governance system.This paper takes the social governance system and the community conflict theory as the analysis framework and perspective,based on the reference of the social conflict theory and the analysis of the relevant community conflict research,through the case study of five typical community conflict events in B Street of Beijing,discusses the types,characteristics,functions,governance paths and other contents of the community conflict under the social governance system in the new era,at the same time,it also discusses the social governance In order to construct a community conflict governance system with local characteristics and provide a little help for the further study of community conflict.In this paper,48 people of different identities in B Street were interviewed in a semi-structured way about community conflict and social governance,and five typical cases of conflict were summarized and analyzed.According to the standards of conflict subject,conflict cause and conflict degree,community conflict embodies different types.Combined with the social governance system,it can be found that the community conflicts in the new era have distinct characteristics.First,the community conflicts caused by Tacitus trap are complicated;second,the community conflicts are diversified due to the participation of multiple subjects,including the diversity of types,the complexity of causes,and the Democratic diversity of solutions;third,with the development of the concept of democracy and legal system and the information technology Progress,the way of community conflict embodies the characteristics of group and nonconfrontational;at the same time,this paper also discusses the anti function and positive function of community conflict,and believes that the governance process of conflict should pay more attention to the guidance of positive function.Based on the above content,this paper attempts to build a urban community conflict governance system with local characteristics,under the guidance of China's social governance innovation theory system,to explore the theoretical relationship between urban social governance and community conflict,and try to build a community conflict governance risk prediction system,conflict disposal system and conflict governance security system.With the acceleration of urbanization process and the development of social governance system,community conflict as a phenomenon within the community scope will appear more and more.It is also one of the key issues of Sociology in the future to investigate the knowledge of community conflict in social governance and form the community theory with local characteristics.
