A Study On Chinese NGOs Participating In Social Governance

At present,China is at a vital turning point,the reform of economic and political system are entering a crucial period,in which the governance theoretical guidance is highly needed to promote the sound development of various aspects.With the restructure of government function?further administrative simplification and the establishment of the goal of “small government and large society”,the relation between the state and the society has been changed quietly,as well as the position and function of social organization,and they will be confronted with new differentiation and reasonable localization.In this context,non-governmental organization developed rapidly,they plays an increasingly significant role in the course of the modernization of china and it also participate in the process of social governance with its specialty.The government should take responsibility for the non-governmental organization and provide them with relevant support and assistance,it must replace the old management theory with cooperative way,so as to promote the non-governmental organization to work more effectively in their own way,which is vital both in theory and practice to the promotion of non-governmental organization's self-development?the management of public affair?enhance of public well-being as well as the modernization of social governance system and ability.This paper is mainly based on the theory of government and market failure?polycentric governance?the third party administration,and it adopted literature research method and qualitative research method.It clarified some related notion such as governance and non-governmental organization in the first place,and then analyzes the present situation of NGO participation in social governance,including the main areas of NGO participation in social governance,the role of non-governmental organizations in social governance and the significance of participation in social governance.And on this basis to explore the difficulties of non-governmental organizations to participate in social governance,such as the institutional barriers,the absence of effective interaction between the government and the non-governmental organization and the non-governmental organization lack of ability.Finally it provided countermeasures,that is,remove the obstacles of participation channels of legalization,build the collaboration and participatory mechanism of social governance and improve the participation ability of non-governmental organization.
