"Policy relies much on Elite." In ancient times, every dynasties paid attention to hire elites. Today the situation is especially important. In both conventional personnel management and human resource management, entrance is the most essential part of employment. The importance lies not only in employment, but also managing. We have been working hard to explore the reformation of the administrative system, which is always affecting the method to employ civil servants, who are keys to the efficiency and energy of the government. So it’s crucial to clarify the problems induced by recruiting system.The core of this paper is to discuss the problems caused by the employment of civil servants. First of all, we analyzed the general aspects of employment of public officers, including the definition of some related concepts, the importance of recruiting system, several types of employment policies and theories supporting them. Then we studied the progress of the improvement of recruiting system and its affection and induced problems. That is elected, appointed, exam and engaged to be employed. Moreover we have introduced a new method about employment.At last as the most important part of this paper, we studied the three problems about recruiting system. At present people cannot clearly clarify the concept and function of recruiting system. People are using mix methods to employ public officers. Ignoring and misunderstanding the value of these employment policies is also a problem. Noticing the existing of these problems, we argue to find the right way to improve recruiting system:to make individual method perfect and clearly rule the limits where the policy should be applied. Firstly, we should study different recruiting system about their value, policy, function and technique. Certain policy is corresponding to certain value and they should match with each other. Different policies should be applied to employ different kinds of public officers. Every policy should compete with each other. Secondly, the operation program of these employment policies should be ruled at first. And the principle "Party Rules Leaders" should be implemented in the development of guidelines and policy point of view. Employment methods by election, appointment, exam and engagement have different advantages and disadvantages and should be applied to different posts. Based on scientific sortation of posts, best value can be achieved by applying the right method. Election guarantees democracy, appointment guarantees unite of power, exam guarantees efficiency while engagement guarantees flexibility. These four methods should be united organically, while the situation at this moment is just simply picking a method without much consideration, which should be abandoned.
