In recent years, civil servants enter oneself for an examination was growing,increasingly competitive, social awareness of civil servants substantially more and moreis also high. As the entrance to the government to absorb the excellent talents, the keylink of human resources management, the civil service examinations system in pushingfor more than twenty years, in promoting the local political and economic development,improve government’s work efficiency, improve the staff structure, strengthen the civilservant ability quality, promote the reform of the cadre and personnel system plays apositive role. But there is no denying the fact that the civil service starting system due tothe development time is shorter, faster development, lack of experience, in the actualdeficiencies still exist in the process of operation.Based on the theoretical analysis and practice analysis, comparative analysis andother methods to support, start from the big background of our country civil servantsstarting system, through the development process and characteristics of civil servantsstarting experience, applicable scope, principles, methods, content, procedure, thecompetent authority, etc, according to the actuality of Changzhou civil servants startingsystem, the existence question, the cause should be studied, put forward somecountermeasures and measures on the level of practice, efforts to promote and perfect ofChangzhou civil service system of starting to do some beneficial attempt.
