Qualified personnel guarantee good governance.Currently, the system of recruiting civil servants by examination which is an entering link of the civil servants system has be highly valued in many countries. Because the civil servants system doesn't have a long history in China and it is restricted by China's special political, economic and cultural conditions, there are still some problems in the working process of the civil servants system. If we don't find out the solution to these problems, it will affect administration and construction of public service system in our country. The modern civil servants system has been established for a long time in Britain, much more than a hundred years till now. Its perfect system has produced so much high praise around the whole world. Therefore, the study of system of recruiting civil servants by examination between China and Britain will be beneficial to setting out recommendations to improve the modern civil servants examination system, establishing a civil-servant team with high efficiency, publicizing the significance of system of recruiting civil servants by examination and being as a tool to select all types of talents for government in order to improve its administrative efficiency.In this paper, our key object of study is the Sino-UK system of recruiting civil servants by examination; the main research techniques consist of research synthetic analysis, research comparative analysis, research literature analysis and inductive method. I strive to explore the perfection of our system of recruiting civil servants by examination from two aspects of systematical analysis and implementation of mechanism looking forward to supplying some valuable suggestion.The thesis altogether includes five parts:The first section is preface, which introduces its purpose and the significance, as well as its domestic and abroad research tendency. Meanwhile, try to seek the solution to the existing problem and the research method; The second section is devoted to elucidating the origin and development of system of recruiting civil servants by examination in both countries. Moreover, it emphasizes the influence of official selection system through imperial examination having put on modern system of recruiting civil servants by examination; The third section mainly compares the basic principles of the Sino-UK modern system of recruiting civil servants by examination. It also analyzes the similarities and dissimilarities by comparison and analyze principle tendency of recruiting civil servants by examination; The fourth section tries to introduce the comparison of the Sino-UK implementing regulations of recruiting by examination in detail. The fifth section objectively analyzing the exiting problems, we may take advantages of the successful experience of Britain, in view of the present status and the exiting questions of our country's system of recruiting civil servants by examination to bring forward a complete set of recommendations.Throughout the discussion above, the conclusions can be drawn out:The article focuses on the theoretical study of the system of recruiting civil servants by examination, through the comparison between China and Britain in four aspects which are the historical background, the basic principles, position classification system and details of implementing regulations and enables us to be possible to realize the substance and function of this system and to reveal the similarities and differences between the two countries, in order to find out the existing problems from the present system of recruiting civil servants by examination in our country as well as to set out perfect recommendations. Our country's system of recruiting civil servants by examination should be perfected through learning from the system of recruiting civil servants by examination which established by Britain examination department, through combining the theory with the practice, under the premise of upholding the rule of law, fairness, competition, selection by merits and improving basic ideas of the administrative efficiency. And in order to achieve the aim that is how to select all kinds of talents, links of recruiting civil servants through examinations should be arranged reasonably and the system of recruiting civil servants by examination should be improved efficiently.
