A Study On The Problems And Countermeasures Of The Administration Of The Issuance Of Welfare Lottery In Chaoyang Municipality

Welfare lottery is issued by the state for collecting social benefits and social securityfund. The purpose is to develop social welfare, and to promote the construction of aharmonious socialism society. Strength the study on the administration of the issuance ofwelfare lottery is of great significance for raising social welfare funds and developing socialcharity and welfare programs.Taking the administration on the issuance of welfare lottery as a case study, this thesiscan be divided into five parts including the introduction. The introduction part stated thereasons for selecting the subject, the domestic and overseas research status on this subject,and the methodology adopted in this thesis. Chapter one discussed the concept and social roleof welfare lottery, and its development status in China. Chapter two is focused on the status ofthe administration on the issuance of welfare lottery in Chaoyang municipality, including thecategories and sales condition of the welfare lottery in Chaoyang, an introduction ofChaoyang Welfare Lottery Issuing Center, and the impact of the welfare lottery on thepromotion of social and economic development. The problems existed in the administration ofwelfare lottery in Chaoyang municipality were analyzed in the third chapter. The mainproblems including but not limited to the marketing mode is inflexible, the publicity work isnot scientifically oriented, the market manager regime is difficult to implement, themanagement mechanism is not smooth, the use of the lottery welfare fund is untransparent,The organizational structure is not scientific enough, and the image of betting stations is notsatisfactory. While at the same time, there are competitions from the China Sports Lottery andthe impact of illegal lotteries. The last chapter discussed the strategries to improve chaoyanggovernment’s administration of the issuance of welfare lottery. In order to guarantee thescientific development of Chaoyang municipal’s welfare lottery, reform and improvementshall be made on the administrative mechanism, marketing strategies should be changed, agood welfare lottery culture must be created, and a sunshine project of the welfare lottery canbe established. By these means, the operation of the welfare lottery program will be put underthe sun.
