Russia-Japan relation is one of the most bilateral relations in the world, which not onlymatters the two countries’ communication and cooperation, but relates to the NortheastArea’ stabilization and security. In recent years, due to the ownership of the Kuril Islands,Russia and Japan’ relations becomes fragile and sensitive, In a word, the ownership ofKuril Island plays an important role in Northeast Asia’ smooth and steady.In the21st century, the trend of globalization of the world economy has keptincreasing, Japan and Russia begin their negotiations on territorial issues, but reach animpasse, in contrast, the two countries start their positive cooperation and exchanges inaspects of the economic and energy, but we have to admit that the most resistance threatstwo countries’ further deepening cooperation and exchange is the ownership of the KurilIslands. The author analysis and discusses the ownership of the Kuril Islands betweenJapan and Russia expounds the historic ownership of the Kuril Islands. With the end ofthe World War Ⅱ, the Allies sign many treaties among them, including the provisions ofthe territorial dispute between Japan and Russia, owing to the transformation of theUnited States and the beginning of the cold war; the Kuril Islands become the forefrontof the struggle between the two sides. Japan insists that Japanese should take back theKuril Islands, at the same time, the former Soviet Union holds that Soviet Union has thelawful possession of the Kuril Island on the basis of the international treaties, so theyrefuse to Japan’s demands, Japan and Russia stage many negotiations on this issue, andalso make adjustment in diplomacy, but all have no result, because Japan and Russia donot sign a peace treaty in60years since the World War Ⅱ, the most significant restraintis the territorial issues, In recent years, Japan urgently hopes to find out the way to solvethe territorial issues through economic aid and energy cooperation, but the impact of thetwo countries territorial issues includes domestic political factors, economy and nationalcharacter factors, especially contains the United States and Northeast Asia factors. Thesetoo many complicated factors affect the territory solution, which threats the NortheastAsia ‘security and stability.This paper argues that the possibility of war between Russia and Japan solve territorialissues is remote, these two sides propose a solution on the basis of two countries’negotiations. Territory issues is a barrier affect Japan and Russia’ relations, althoughthrough consultation to solve the territory problem is a positive signal, due to the twocountries’ tough attitude, to solve territory issues in a short time still has a long way to go.Maybe in a day, the leaders of the two countries conform to the trend of the times, andproperly handle the contradictions, and finally Russia returns two islands or joinsdevelopment cooperation.
