Studies On The Management Of Our Central Government Relief Funds

Because of a vast, diverse geological features and a complexity climate, China has always been a troubled country. In recent years, with the acceleration of the process of industrialization and the continued destruction of the ecological environment, more complicated disaster is happening over a broad area, what’s the worse, the disaster repeat frequently year after year, causing tremendous loss of national economy and people’s lives. As an important part of disaster relief system, the central government relief funds in response to major natural disasters has playing an extremely important role. In Wen chuan earthquake the central government promptly adopted a redeployment of cash and supplies to the disaster areas, established the post-earthquake recovery and reconstruction funds, took a variety of measures to reduce disaster losses. However, we can also see our public finance in response to major natural disasters such as earthquakes is still much to be desired and does not meet the development needs of disaster, so the central government relief funds management model is still poorly developed.This paper outlines the following three subjects by uses case study method. The first subject is an overview of central government relief funds and the theory which related to this research, in this part I will clear the definition and classification of natural disasters, describe the meaning of the central government disaster relief funds, and its principles and purposes; discuss the theories of public services and public expenditures in detail statements. The second subject I will give an detailed analysis of the present management situation in the central government relief funds with a basic research of Wen chuan earthquake, propose China’s central government relief funds management achievements and existing shortcomings, and on this basis, studies the cause of these problems further. The third subject, I will give the measures aimed at the question put forth before to improve the management of the central government relief funds, I agree that only the central government improve the aspects of disaster relief funds, and at the same time strengthen the capacity of financial security through the improvement of the law, build a budget system and so on can we effectively solve the current management problems in central government relief funds.
