Rural arears security problem is the important part of social security，and Itaffects the stability of the society.Deng xiao ping said:“We cann’t do nothing andwhat we have already achieved will lose if there is no stable social environment”.Jiang ze min said “Economic construction only depends on stable environment，nationstability and people peace are closely Influenced each other，people peace andhappiness and national prosperity cann’t be achieved if there is no nation stability”.It’s self-evident that the importance of the connection with rural security and peoplelife and property. Researching rural stability is a serious subject in the current socialproblem,and It is important to create safe village.The thesis is based on the city of Heilongjiang Ningan as a research sample.Byusing the domestic and international research material basis and literature method,data analysis and case analysis,It analyzes the characteristic, the reason of the currentsituation of rural social security. Because geographical position, economicdevelopment and people’s spirit are different,Ningan city exists theft, robbery,gambling, drinking, black evil forces gang rampant, the group events problem and soon. Three security features include that base control touch bottom is not timely andnot perfect, monitoring equipment and network information construction are lag,andpopularization of rural education propaganda does not reach the designated position.The thesis is analyzesd from the politics, economy, culture and the farmer’sfactor reason. Rural security reasons are that farmers’ education level is low, farmersprotecting themselves is weak, farmers traditional ideas and modern ideology conflictas social transformation, some farmers psychological is unbalance because of thepolarization between the rich and the poor,collective interests and individual interestsconflict, material hedonism leads to frequent thefts, the public security organ is aserious shortage of police officers, rural grassroots political power is weak, farmers’spiritual life is empty, bad culture dissemination affects adolescent growth.Ruralsecurity will change to carry out the legal system education propaganda, construct thepolice office, practise the villagers partnerships defense mechanism, positive strikeand contain rural criminal high-risk situation and carry forward the local traditional culture.
