Along with the high speed development of economy at the same time many problems haveemerged, especially the problem of environmental pollution is becoming more and moreserious. The current Chinese environmental quality drops rapidly, pollution problems, look onthe whole pollutant emissions from large, which in2010industrial wastewater emissionsreached209.03million tons, industrial waste gas (mainly refers to sulfur dioxide) emissionsat1694.06million tons, solid waste emissions of about20.394million tons. There are manyreasons causing environmental pollution. At present, lots of people think that China’senvironmental pollution is mainly caused by foreign direct investment. Many domesticscholars believe that the developed country improve the environmental control standards willincrease the cast of local enterprises’ production. So it promotes the he polluting industriestransferred to the country or regions which have lower environmental regulation standard.China, as a developing country, China’s environmental standards and more liberal, blow downcost is lower, administrative cost is higher, so pollution labor-intensive industry would bemoved to China. However, there are other ideas that China’s environmental pollution problemscaused not by FDI, but the China’s transition specific growth pattern would be the reason. Ifremoves the FDI, just simply rely on the domestic investment, China’s economy to achieve theestablished growth level, they will pay the cost of the environment may be even greater. Thisresearch is to clear up two questions:(1)How much FDI and domestic investment effectChina’s pollution of the environment? Whether China’s environmental pollution problemscaused by FDI.(2) In the period of China, Why we choose the growth model that sacrificeenvironment.So what the inner motive behind this reason? Firstly, this paper has the test onFDI and domestic investment with China’s environmental pollution effect, the result showsthat the foreign direct investment in China and the environment pollution relation is positivelyrelated. Also, the domestic investment and the environment pollution relationship is the same.But the latter correlation is larger than the former. That is, Domestic investment influents China’s environment pollution is greater than the FDI. China’s environment pollution isdecided by the specific growth mode. The next, this paper will analyze what’s China choosethis kind of model inner power from the perspective political system. Under the particularpolitical centralization economic decentralization mode, Local officials have a strong incentiveto have opportunities for advancement through GDP growth. Local officials will not onlydevelop foreign investment, to attract FDI, but also they would increase domestic investment,in order to promote the jurisdiction economic growth and get more opportunities foradvancement. This paper found that under the promotion stimulation mechanism, Officialswould much more prefer the domestic investment. Because compared to the direct foreigninvestment, domestic investment effective much faster. Because jurisdiction wants to haveforeign investment, it has to formalities trivial, the examination and approval procedurescomplex, and long process and so on. Officials urgently hope obtains more promotionopportunities through the GDP growth. Therefore they will prefer to choose the project withheavy pollution but rapid development, rather long-term investment on the environment.The full text is divided into six parts.Part I: Introduction. This part described the significance of the contents, the research methodsand basic ideas of this study, and finally the innovation point of view and inadequacies.Part II: literature review. This paper is mainly on the research which will be carried out fromdifferent aspects of literature review, summarized in FDI and environmental pollution into twodiametrically opposite view. Next Review of literature on the relationship of economic growthand environmental pollution; Literature review of the promotion of incentives and economicgrowth Contains three aspects: the promotion incentives and economic growth, promotionincentive and mode of economic growth, the relationship between promotion incentive andenvironmental pollution; Finally the literature review from two aspects, the FDI and thedomestic investment, analysis the promotion incentives.Part III: This section mainly describes the general analysis among the foreign directinvestment, the promotion incentives and environmental pollution. This part analyzes fromthree aspects. First,the course mainly introduces the present situation of foreign directinvestment; Second, Chinese officials’ promotion incentive status, analysis of China’s currentofficial promotion status and promotion incentives and economic growth; Then, the currentsituation of environment pollution from industrial waste water, industrial waste gas, and solid waste emissions. At last, analysis of the relationship between promotion and environmentalpollution missions.Part IV: This part mainly talks about FDI, domestic investment and environmental pollution ofempirical research. First of all, this chapter of FDI and domestic investment andenvironmental pollution model set; Second, FDI, domestic investment and promotionstimulation of empirical analysis; at last, Conclusion.Part V: This section is recycled on the basis of front model set; we set FDI, domesticinvestment and promotion stimulation of empirical research. Firstly, it would analysis FDIofficials promotion stimulation model hypothesis and the empirical analysis; Next is thedomestic investment and official promotion stimulation of the model analysis and empiricalanalysis; Finally, The conclusions.Part VI: this part is built based on the above two chapters analysis, included officialspromotion stimulation and environment pollution and the model assumes and the empiricalanalysis; Conclusion and enlightenment.
