Although Foreign Minister Yang Jiechi made a presentation entitled "TheInternational Situation and Diplomatic Work After Olympic " at the Central PartySchool on October2008and proposed the concept of "Humanistic Diplomacy", thepractice of humanistic exchanges in China has a long history which began with theopening up of the Silk Road and got to its peak during Zheng He’s brilliant voyages.In fact, China’s Humanistic Diplomacy inherited traditional humanistic ideas such as"people are the foundation of a country" and "harmony", and promoted the formationof the concept of "harmonious world", moreover, not only meet the needs of buildingthe theory of China’s national image, dialogue among civilizations and the nationalsoft power, but also provide some referential practical experience to enhance our rightto speak and to innovative model of global governance.On2009, President Hu Jintao put forward higher requirements on China’spolitical influence, economic competitiveness, the image of affinity and moral appealduring the speech on "The Eleventh Diplomatic Envoys Meeting ", wherein, theimage of affinity and moral appeal still has a certain gap while being compared withthe former two requirements, and provide more space for Humanistic Diplomacy toplay a more important role. The report at18th Party Congress on November2012further emphasized the need to carry forward the excellent Chinese culture, topromote people-to-people and cultural exchanges, and to consolidate the socialfoundation for enhancing China’s relations with other countries. Therefore, to carryout Humanistic Diplomacy is not only helpful to the dissemination of China’s"harmony" culture, the road of peaceful development and the idea of "harmoniousworld", but also prominently reflect its function in servicing China’s overalldiplomacy.The high-level official visits and civil-level friendly exchanges provide a wealthof resources and strong guarantee for China’s Humanistic Diplomacy towards SaudiArabia and Israel. Firstly, the thesis analyzes the definition of Humanistic Diplomacy through make a comparison with some related concepts, and expounds itsrelationship with Chinese traditional diplomatic thinking with certain theoretical basis.Secondly, the thesis chooses China’s Humanistic Diplomacy towards Saudi Arabiaand Israel as the breakthrough point, combs their development processes and maincharacteristics, and select typical cases for empirical research in order to analysis themain achievements and insufficient from the aspects of theory and practice. Thirdly,the thesis focuses on the differences between China’s Humanistic Diplomacy towardsSaudi Arabia and Israel, and analyzes its cause through the national, regional andinternational levels of. Finally, this paper summarizes the challenges and opportunitiesin the near future, discusses the importance and feasibility for the mechanismconstruction of Humanistic Diplomacy and provides some theoretical considerationfor further development of china’s Middle East Humanistic Diplomacy.
