James Madison once said,“The people are the only legitimate fountain of authority.” Ademocratic society is one in which the people is the ultimate authority. However the reality isthat the people can’t govern a society directly (regardless of its size).Since the Roman Republic, Elections have been the mechanism by which representativedemocracy is operated. In modern society, the electoral system is adopted by more countries,and gradually become the synonym of democracy. The electoral system has already becomethe foundation stone of democracy and the sole legitimate tool for transfer of power.Nowadays, most countries adopt this election mode to allow people to participate in nationalpolitical affairs, so that the public wishes can be expressed through legitimate channels.Nowadays in the research of electoral system, a simple affirmative or negative answercan’t solve practical problems. It is necessary that we make deeper research of the underlyingcauses, find an electoral system more suitable for China through the rational analysis andthought and promote reform and development. In China, the election of deputies to thePeople’s Congresses is the foundation and an important link of the People’s Congress system.The improvement of the election system is also closely related to the perfection of People’sCongress system and the reflection of people’s position of masters. Furthermore, deeperresearch of the theory and investigation on the history, nature and practical problems ofelectoral system are important supports of the promotion of electoral system theory. Besides,they provide an institutional guarantee for the maturity of socialist democratic politics inChina and socialist construction of politics.There are still many imperfect factors of the electoral system which is unable to fullymeet the needs of people’s participation in politics in the democratic and legal society. Itrequires not only the improvement of the system but also the creation of good environmentsfor effective implementation of the system to realize the all-round improvement of theelectoral system. The development of democratic politics is a gradual process and cannot bedone at one go. And the reform of electoral system of deputies to the National People’s Congress also has a long way to go and is bound to be a long and tortuous process. In view ofthe actual situation in our country, to find a system suitable for the development, we muststick to the leadership of Chinese Communist Party and the goal of practical, realistic andgradual reform of democratic election. The enthusiasm of electors should be mobilized so thatthe socialist democratic political construction and political system reform can be promotedsteadily. With the development and advancement of economy, politics and culture, people’slegal knowledge is becoming better and better which is conducive to the maturity andperfection of electoral system in China.This paper is divided into three parts.In the introduction, the background and basic theory of the research are brieflyintroduced. The first part of the article expounds the basic definition and characteristics ofelection. The history of the relevant electoral democracy is used for reference in the definitionof election. Based on of the characteristics of China’s economic development, social stabilityand a series of external conditions, the analysis of electoral system is mainly focused on thecharacteristics of the initial development of the democratic electoral system.The second part of the article is mainly the analysis of the problems of the electoralsystem in the present stage. The paper analyses the problems in several aspects: system design,channels of expression of public opinions, mechanism of guarantee, etc.The third part of the article is aimed at the measures to solve the problems. In the face ofthe problems, it is necessary to take forceful measures to resolve various social contradictionsand reduce negative effect to promote the continuous development of the democratic electoralsystem.
