Research On The Effectiveness Of Local People’s Congress Deputies’ Duty Performance Platform To Improve Duty Performance

People’s Congress System is the political organization form of the Chinese People’s Democratic Dictatorship.As members of the state power organ,deputies are responsible for exercising state power and managing state affairs.However,deputies are usually constrained by many factors while performing their duties during the intersessional period.Therefore,it is crucial to initialize,maintain,and upgrade a platform that is enable the deputies to contact the Standing Committee and the local community,thus these people’s representatives can best perform their duties.Established by the people’s congresses at all levels,the "Home of People’s Congress Deputies" is one of such platforms for deputies to perform their duties.This study takes the "Home of People’s Congress Deputies" applied by H City,Inner Mongolia Autonomous Region as an example.By summarizing the achievements of "Home of People’s Congress Deputies” and considering the actual work results of the deputies of people’s congresses at all levels in H city,we believe that " Home of People’s Congress Deputies” has the function of facilitating the communications among the deputies,integrating professional resources of deputies,maintaining close contact between deputies and the masses,and strengthening the supervisory functions of the people’s congress.On the other hand,there are still some issues existing during the operation of the "House of Representatives of the People’s Congress",such as lack of legal protection,various work abilities or performances of representatives,insufficient professional characteristics,and the need to strengthen the construction of the network platform.Regarding the "Home of People’s Congress Deputies" of H City,we propose to build a closer relationship between the "home" and daily work,ensure the people’s congress delegates perform their duties,improve the incentive mechanism of the people’s congress delegates,promote the optimization of the overall information construction,and provide some experience that can be used as a reference for constructing duty performance platform of the corresponding local people’s congress.
