The Study Of The Developmental Family Policy Under The Perspective Of The Marxism Welfare View

Family is the cell of society. The family is welfare Organizers and implementers，and themost basic and most important source of welfare resources. The quality and happiness of thepeople’s life is decided by the family welfare construction, which is also related to nation’sprogress and development of country’s economy and society. Since1970s, Western developedcountries face a problem，which the welfare policies caused financial difficulties, and "Emptynesters","single-parent families" Resulting in a series of social problems. Western developedcountries began to return to the family welfare policies. Policy focus on to give care, supportand investment in family to find a solution to the problem, proposed Developmental FamilyPolicy. The policy advocated to support for families, protection of children’s growth,providingservices to reconcile work and family balance and early intervention to prevent family crisis.It has such a policy features: concern on family members’ human capital investment,coordinated development, and source prevention of family problems. It has been accepted andpracticed by many Western countries.In this context, domestic scholars begin to focus on the Developmental Family Policy.Through the study, they put forward policy recommendations that construction of China’sDevelopmental Family Policy. Although there are inspiration and reference to construct ourfamily welfare policy, due to the difference of national character and ideology, China’swelfare building has its own characteristics. We need based on the basic principles ofMarxism, especially the basic idea of Marxism Welfare View. It is true that DevelopmentalFamily Policy and Marxism Welfare View have many similar characteristics, such as studythe family，analysis perspective is the development view and requirements the rights andobligations unity. But there are obvious differences in the values of welfare, welfare analysisperspective, goal of welfare policy, welfare content, benefits and fund-raising. TheDevelopmental Family Policy can not be fully used in the construction of China’s familywelfare policies. Chinese characteristics family welfare policy must be based on the MarxismWelfare View and national conditions to research and practice.Using Marxism Welfare View to study the Developmental Family Policy can be foundthat Marxism advocates government should play an active role in the welfare construction.Therefore, Chinese characteristics family welfare policy need improve family welfare system,perfect family policy in the legal system, integration of family welfare resources, set upfamily welfare services, increase financial investment in the welfare and promote the basictheory and policy practice in family policy.
