The Construction Of Chinese Developmental Family Policy In The Perspective Of Social Protection

With the development of urbanization and citizenization,Chinese families have been swept into the vortex of the disintegration of the traditional family structure and the transformation of social reform.Family presents a new age feature,at the same time,problems are increasingly arising such as “work – family” conflicts and inability to cope with risk in the family.Aging population and Two-child policy bring the elderly dependency ratio increase,improve the child-rearing costs of parenting,multiple pressure make a lot of families could fell into the plight of high social risk at any time.But family policy of social protection concepts is fit for the need of this particular history,which brings the transformation from income protection to capacity building,from the risk emergency to pre-risk prevention,from the lowest social security standard to the transition of the society to protect the bottom line,to forming the development-oriented family policy.The basic value and target of social protection,is that society and government should take responsibility for the development of family.Social protection promotes the formation of development-oriented domestic policy agenda,help to build a family as the unit of policy object,and improve the anti-risk ability of family.Family policy in the concept of social protection,can realize the goal of economic development in harmony with the social development goal,phased development coordinated with the sustainable development,coordinated welfare system reform and the allocation of resources,conducive to the establishment of the development-oriented family pattern.In this paper,from a perspective of social protection,defining the relevant concepts and theory of involved,sum up the current status of Chinese family policy supply,and the value of the family policy under multiple challenges where to go.Firstly concludes the concept of traditional economic development researches,the performance of Chinese family policy and the cause of the weak,then state the rise of social protection and the ideas,and explore the theoretical guidance to the policy formulation of development-oriented family from the social protection.Followed by empirical analysis research,I select the family policy of the European Union,the United States,Singapore,Taiwan as well as other countries and regions for research,summarize the problems,the rationality of other countries experience,explore the intervention focus and path selection of the current Chinese family policy,make the future of family policy for development toward the new era of "social protection".
