With the rise of the Social capital theory, scholars from all walks of life paymore and more attention to this field nearly ten years.Although the concept of thetheory has not been already definited uniformly,with the development of this theoryand the deepening of the research,a wide cross-section of people have graduallyfound the pervasiveness of the research field and the applicable scope of the socialcapital theory,Involving economy, politics, sociology and so on,which also attractedscholars from different field to conduct the research of the theory of socialcapital.Social capital mainly includes the following three elements, trust, standardand network, emphasizing that citizens take participation to political constructionthrough an orderly and standard exchanges and communication, so the socialstability and political development are also of significance. Nowadays a variousproblems have been found to be Urgently solved in social stability and politicalconstruction in many countries, such as citizen politics participation, social normsand social trust, etc, all need the help of the social capital theory to solve. Socialcapital theory can broaden the research vision, take systematic exploration through anew analysis tools and research methods.At present, the scholars from domestic andoverseas conduct the research of social capital theory mostly from perspective ofeconomics or sociology, lack of politics, so this paper from political perspective, toexplore the social capital theory in state of social stability, and provide theoreticalsuggestions for cultivating social capital.This paper firstly made a basic overview on social capital, then discussed itfrom definition, features, forms, operation mechanism and the function, whichprovided theoretical basis for the further discussion of social capitaltheory.Secondly, an analysis has been made to the relations of social capital andsocial stability, dissected the promotion of each other using the view of marxistdialectical materialism.The one is the significance that social capital to the maintainof social stability: trust is in favour of fostering social identity, norm makes for thesocial order, and the participation in network of citizens is beneficial for socialjustice;The other is security provided by social stability to function of social capital:stable social environment is in favour of the cultivation of trust, stable social systemmakes for the cultivation of regulation, stable social order is beneficial for the cultivation of participate citizens take to the network.What’s more, this paperanalyzed the present situation of the development of the contemporary Chinesesocial capital, we know from which that uneven and diversity is basic characteristicsof the social capital in China now,At present there are still restrict issues of itsdevelopment, such as trust crisis, the absence of effective supply in system and thedysplasia of folk organizations, etc, and then made a summary to the root of theproblems from the traditional culture and the legal system.Finally, we puts forwardsome corresponding measures fo cultivating social capital which is suitable forChina’s political development and social stability.One is the construction of politicalcivilization, and to provide political security for the social capital’ cultivation, thesecond is the development of the market economy, and to provide the the materialsupplies for cultivating social capital,The third one is to develop the folkorganization, to provide social security for cultivating social capital, and the fourth isbuilding the rule of the government, to provide legal protection for fostering socialcapital.In short, in social stability horizon, the social capital research has become apolitical pursuit, lack of cultivation of the three key elements of social capital, thesafeguard mechanism of our country’s social stability is not perfect, the politicaldevelopment also may have been hindered.The establish of the relationship betweensocial capital and social stability, the cultivation of social capital which in the needsof political development, which will become the favorable safeguard of China’ssocial stability, there have been far-reaching significance no matter for research ofthe social capital theory or for the concrete practice of the social development in ourcountry.
