Study On The Status And Dynamic Mechanism Of Shanghai Elderly Welfare Socialization

Shanghai is the first area into the aging society in our country. In the early1980s,it began to explore the socialization of the elderly social welfare. Since then, it has been30years, what about the implementation of the effort, was there any problem during theprocess? How can we improve the efficiency? This solution of these problems does notonly make an important influence on Shanghai how to deal with the critical situation ofthe aging, but also will have a significant impact on the other areas, which is to enter orhas entered the population aging.Based on the social system theory, welfare pluralism theory and the newco-operation theory, the article analyzes the policy of the elderly social welfarearrangements and conducts a comprehensive evaluation of the exiting level of Shanghaielderly welfare socialization by using qualitative analysis and quantitative researchmethod. In addition, the article studies on the power mechanism of the elderly welfaresocialization. The paper is divided into seven parts. Chapter one is introduction, whichdescribes the background of the research, significance of research, status of research,contents of research and methods of research. Chapter two describes the relation theoryof the elderly social welfare socialization. Chapters three and four analyze the status ofShanghai elderly social welfare socialization. The former analyses the basic conditions,reform ideas and policy frameworks to promote the elderly social welfare socializationfrom the perspective of the public policy. The latter is an evaluation of Shanghaielderly social welfare socialization from the following perspectives: first, analyses onthe process of shanghai elderly social welfare socialization by using the qualitativemethod, second, constructs the elderly welfare socialization index system and evaluatesthrough fuzzy comprehensive evaluation. Chapter five is to analyze on the powermechanism of shanghai elderly welfare socialization. Chapter six is policyrecommendations to further promote the process of shanghai elderly socialization. Chapter seven is a summary and outlook, which focuses on the future development ofthe elderly social welfare socialization.There are two innovations in the paper. First, the index system of the elderly socialwelfare socialization evaluation is constructed. From the index, the paper obtains aconclusion that promoting the development of investment diversification, particularlythe participation of social organizations is most important on the elderly social welfaresocialization, which helps to promote social welfare social evaluation of the elderly.Second, using the social system theory, analyze the power mechanism of the elderlysocial welfare socialization, and point out that the elderly social welfare socialization isa complex system. Only build up perfect interest coordination mechanism,policy-oriented mechanism, competition mechanism, monitoring and evaluationmechanisms, the elderly social welfare can achieve further development.
