Welfare transmission mechanism refers to the process that the welfare convergence from the producer to the recipient. And that is a benefits supply chain which regards meets the needs of older people as a goal, and starts of social policy, ends to the elderly. The elderly welfare, as defined herein, is across from the basic concept of relief, and not limited to the high-level concept of social security, but a universal welfare based on the diverse needs of older persons. The connotations’ deepen of Social welfare and practice in developed countries take diverse benefits supply and socialized benefits supply become a trend. Welfare pluralism demonstrated that government, family, market, third departments are undertaking their irreplaceable responsibility in welfare supply, in large welfare perspective, The government is the rule makers, planning guide, and the supervisor; the family is the statutory support in legal; the market is producers for diversification benefits; the third sector is producers for the public welfare; and they are taking responsibility for raising funds and providing service for the elderly welfare in various ways. And if they want to play their role in welfare providing complementally and the social resources can be allocated efficiently, there must be a platform for their planning and integration, let all the main supply enters an benefits transfer chain, let all the main divisions each take their place and be arranged in a hierarchy to meet elderly welfare needs of various different groups. That is the keynote of the thesis.Community is a regional, but also a social concept, it is the most important sub cells in a welfare society of the trend of the transformation of government functions to service and socialized benefits supply. Community could guide the flow of resources as a framework and make them function in order, and also to their ability to fill vacancies, is the best tie to bind the society, family and the government. Based on Community, the elderly welfare resources which provided by various supply mains could orderly flow in the community, each elderly people have the opportunity and ability to enjoy a modest welfare in the community and have the opportunity to meet the individual needs of welfare, that is the conceived of the thesis. With the demand of the elderly as a starting point, through a needs analysis, resource introduced planning and coordination, welfare building, monitoring and evaluation of each process to ensure the welfare of resource supply lateral direction, to ensure the continued transmission of welfare resources in the longitudinal direction, establishment multiple-layered welfare supply system. All of that are made to ensure that the elderly social needs are met, the diversified demand of the elderly person have way to satisfy. At last building a smooth welfare supply chain for delivering benefits from social policy to the individuals, which is the best way the thesis proposal to achieve the conceived.In conclusion, old-age risks is the most common social risk, the elderly welfare is the most basic livelihood issues. In the face of more than200million older age groups, in the face of the aging which has rapid development and structure problems, and with the imperfect social security system and the social welfare system, community is the key word in elderly welfare. The best choice is that improving and developing the elderly welfare system which based on community, ensuring and coordinating elderly welfare resources in community, and implementation the elderly welfare policy with community. That’s what should China to do to respect senior citizens’ citizenship and welfare rights, to meet the even more richly and personality needs of the aged.
