The Integrity Of China’s Grass-roots Government System Analysis

With the deepening of reform and opening up and the establishment of market economy system, the thinking of people and way of life, moral concepts have changed deeply. A new, strong and modern consciousness is forming. However, the moral landslide phenomenon is quite serious, trust crisis is full of the society in every organization, especially at the level of the basic level government, along with social and economic development, people’s distrust of the government is getting worse, incidents such as:Southern China tiger incident, Guangdong, Sichuan Kan events of Pengzhou town government and villager for ebony events as well as Shenzhen’s "5.26" crash. These events on one hand shows that people do not trust the government, an area also demonstrated the government’s dishonesty, which have caused central authorities to take these problems seriously, at the eleventh session of the National People’s Congress of two session, Premier Wen Jiabao puts forward clearly the government at work to be honest and trustworthy. However, due to China’s current laws and regulations on government credit this rule also has the flaw, so government dishonesty in quite a long time and range will still exist. Government actions occur frequently together, people do not trust the government to further aggravate, that of administrative act the dissatisfaction and even conflicting emotions, which will directly affect the administrative efficiency of the government. Therefore, to strengthen the government good faith demonstration acts supervision, correction, improve government credit, it is a major task for various governments especially basic level governments. Because only through enhancing the government’s credibility can we restore public trust in government, eliminate the people’s distrust of government and the hostile consciousness, so as to safeguard social stability and unity; to urge the government fulfill its own integrity and recovery, so as to create effective government, honest government and responsible government. In this paper, we will expand the research by the connotation of credit on the basis of the research and the credibility of government, through the government’s discreditable behavior research on harm and reason, put forward how to improve the integrity of the path selection, the full text is divided into five parts:the first part is the introduction, introducing the background of this paper and the selected topic significance, analyzing the domestic and foreign research status on the credibility of government, introducing the thinking of research and research methods.The second part is to introduce the basic theory of government credit system. Simple analysis of integrity and grass-roots government credibility are based on the connotation, introducing emphatically the government good faith theory:the social contract theory, punish the legitimacy theory and principal-agent theory.The third part of China’s basic level government integrity status made simple description, the governmental credit anomie specific performance, undertook an harm and reason analysis, in order to develop appropriate measures to solve the government integrity issues.The fourth part is about the performance evaluation mechanism, the lack of supervision mechanism, fiscal and taxation system defects in three aspects of basic level government in our country, to analyze the reason of loss of credibility system.The fifth part of this thesis is the most important part, to perfect our grass-roots government good faith construction route selection research, recommendations from the control of the central and local government’s power, establish and improve the government’s accountability system, perfect the information disclosure system, improve the performance appraisal mechanism, reform the fiscal and taxation system.
