In recent years, with the deepening of China’s reform and opening up and administrative reform, the country on the part of the Government departments to implement the vertical management. To curb local protectionism and ensure that the management mode of government decrees, A vertical management as the central government, began to be widely used in a number of important sectors in China, and there is a gradual strengthening trend extended to other departments of taxation, environmental protection, statistics from the traditional customs, security authorities have implemented the vertical management. The vertical management as an effective means for the Chinese government to strengthen centralized, a sense retained through a central "recover" as well as the intervention of the powers of the local government, in order to achieve a dynamic balance between centralization and decentralization, and for the order and stability of the country strong guarantee. With the increasing vertical management departments, because of the particularity of vertical management, vertical management departments of the importance of human resource management is increasingly obvious. Accompanied by the rise of the concept of "new public management", many of our government departments began to try reinventing government with the spirit of enterprise, organizational culture, competitive enterprise management mechanisms, performance management, customer-oriented concepts into the government sector, the essence is the introduction of corporate-management methods to improve the efficiency and quality of service. Discussed in this paper, in the the vertical management department of human resource management field, the introduction of corporate-management.Vertical management department human resources management belongs to the public sector human resources management category. But its dependence caused importance and particularity, and it works is more difference than enterprise. So we need to make some appropriate changes and adjustments for vertical management department. The text is divided into4parts: Chapter Ⅰ Introduces the research background and significance, the research status and research methods of the subject. Chapter Ⅱ describes the overview of human resources management in the vertical management department, introduces the status and characteristics of vertical management sector human resource management, pointed out the problems, and analyzes the reasons of the problems. Chapter Ⅲ investigation NBS Survey Office in X province as an example, describes the status of human resources management, and lists the main problems, and analyzes the reason. Chapter Ⅹ uses the ideas and method of the New Public Management, proposes improvement measures for NBS Survey Office’s human resources management.
