Human resources management is a new research area of modern management. The core content is taking human as the decisive factor to research what impacts all the organizations' development and then pushes forward the organizations' advancement.Along with globalization, information-based, market-oriented and the era of the knowledge economy's coming, Western countries have entered an era of government reform. Human resources management in government departments has gradually become the objective that the scholars and government managers researched and practiced. Then human resources management reform tide sweeps the world.From China's reform and opening up, the economy and society developed rapidly. The shortcomings of the original traditional way in government departments' personnel administration have gradually exposed and it becomes an important restrictive factor for reform and further development of economy and society in our country's government departments. Therefore, based on the foreign government's advanced human resource management theory and practice, with the combination of China's reality, the domestic scholars have put vision into the world, and begun to explore human resource management in our country's government departments. On the current situation, we have made great theoretical and practical progress in government's human resource management, but we should also recognize that the government's human resource management research is a systematic project, in which grass-roots government departments' human resources management is slow progress, because the overall human resources' not high.There are five parts in the full text. Partâ… is the introduction, describing the basic things of research background, research objects, and research status. In Partâ…¡, the connotation of grass-roots government department human resources management is explained, and the differences between the government's human resources management, the traditional personnel administration and corporate human resources management are pointed out. In Partâ…¢, taking the street agency as the analysis object, through practical investigation, the China's grass-roots government departments' human resources management issues are deduced. In Partâ…£, taking the United States for example, the foreign grass-roots government's human resource management and its revelation to China's grass-roots government's human resources management is emphasized. In Partâ…¤, based on Partâ…¢and Partâ…£'s research, five measures to strengthen basic grass-roots government's human resources management are proposed: Firstly, enhance cognition of Improving grass-roots government departments'human resource management; Secondly, optimize structure of grass-roots government's human resources; Thirdly, improve evaluation system of grass-roots government's human resources; Fourthly, perfect motivation system of grass-roots government's human resources; Fifthly, improve training and developing system of grass-roots government's human resources.
