HR is the key resource of enterprise. HRM is one of the basic management functions for modern enterprise. In recent years, along with the advance of science and technology, enterprise rely more on the creativity and the initiative from employees. It is theory that philosophy and concept are concerned with basically and adopt technology is complex and is advanced, have the discrepancy of quality with traditional personnel management.Aaccording to study the whole architecture of HRM relating to the basic theory, aiming at the common matter exists in HRM for current State-owned enterprise, the writer analyses the reason come into being. Improved scenario is proposed referring to current matter existed in HRM, and one new suit of feasible proposal comes into being according to using investigation and chart illumination, which do active benefit to resolve actual problem in HRM.1 ?CNAISC should grasp the opportunity, and do best to make HR absorption system being more scientific and transparent. Enterprise should enrich the ways for absorption, and evaluate the absorption effect.2 Healthiness and rational compensation system should be built up. Rational compensation system is based on fair and scientific evaluate system.3 Pay attention on training. CNAISC should strengthen the employee training, increase the financing devotion for training.4 Enrich the encouragement system. Employees will put to good use of their own technique and capacity and work more efficiently.
