The urban non-native population management is a new question, it is also a difficultquestion which the city supervisory work faces. Therefore, is the non-native populationmanagement pattern whether reasonable consummation the influence non-native populationsupervisory work whether effective development core is. This article bases on the non-nativepopulation management pattern research, has used the real diagnosis analytic method which,the mathematical statistic analytic method qualitative and the quota unifies, through themassive on-thes-spot investigation, the investigation and study interview, the materialcollection and the analysis, from the Haizhu District non-native population’s present situation,the existing non-native population’s management pattern, the non-native populationmanagement structure and the content analyse,it reveal that the non-native populationmanagement pattern existence question, mainly manifests in the neglect non-nativepopulation political participation authority;Second, to non-native population in materialculture demand lacking; Third, lateral economic ties’ restraint fuses the inhabited area withdifficulty the life, then has analyzed it to the non-native population values dislocation, in thelegal policy stratification plane discrimination and the vacancy, the management tool solethree origins. Finally, the innovation proposed the non-native population community areamanagement pattern, forms the institutional innovations, manages under the center of gravityto move, the government transfers the partial administrative authority, the tenable communitynon-native population integrated management organization, key solution questions and so onnon-native population’s labor employment, social security, birth control, display theNon-governmental organizations and social group’s function fully, satisfies the externalpersonnel material and the cultural demand, reduces negative effect.
