As the reform and opening up, a large number of agricultural population began to move to the industry in China. This status leads the firms to manage the external population more difficultly, the researches for how to manage the external population become more and more important. Just from the year that Zhejiang Hangzhou-Bay Shangyu Industrial Area was founded, the number of external population increases very quickly, it makes the firms in the industrial area can not handle the problems expertly. Before they could face the problems, it has been happened.By using the searching methods such as document research, questionnaire survey and depth interview, I investigated in Zhejiang Hangzhou-Bay Shangyu Industrial Area Management Office, External Population Management Bureau of Shangyu City Zhejiang Province, Statistical Bureau of Shangyu City Zhejiang Province and X Company to collect the documents and statistical data. Based on the documents and statistical data, I investigated the local government’s policies for the external population of and X Company’s management of the external population. Then I try to give some suggestions which are positive to improve the management of external population.The local government has draw up and carry out a series of policies to improve external population’s situation. They make rules to guarantee external population’s legal rights such as salaries, social welfare, room and board, working environment, children’s education and so on. But as far as now, the external population still could not obtain the equal rights as the local resident. X Company also draw up and carry out some measures to ensure external employee’s rights include the salary standard, social welfare, working environment, qualified personnel’s pay and enterprise’s attention for external population. While there are still a number of flaws in the management. The working time is long and the pressure is heavy, the supervision of informal group and the coordination of different subcultures are not enough, the management abilities of administrate officers are unprofessional. What’s more, the company’s officers ignore the phenomenon of discrimination.Depending on the research, I try to give some suggestions from the respects of local government, enterprise and persons to improve the management and situation of external population, help them to handle the relationship with the local resident better.
